New car parking scheme for Fareham

A new car parking strategy in Fareham will be adopted next year with a two-section tariff similar to that of the London Underground.

Fareham Borough Council’s Fareham Town Centre Parking Strategy contains a number of proposals to come into place including a re-designation of the car parks from short and long stay to Inner and Outer with appropriate tariffs to reflect how convenient it is to get to the shopping centre from them.

The council has said no car park will have an increase in charges, but visitors will have option to choose whether they want to pay more or less, depending on how close to the shops they want to park.

The main proposals contained in the strategy are:

  • Removal of the five hour limit within the short stay pay and display car parks.
  • The following will be Inner car parks and charge £1 per hour: Osborn Road multi-storey, Fareham Shopping Centre multi-storey, Ferneham Hall, Civic Way and Palmerston Avenue, together with the Market Quay car park which will remain at a premium rate of £1.50 per hour.
  • The following will be Outer car parks and charge 70p per hour for up to four hours, then £3.50 all day: Lysses, Bath Lane, Holy Trinity, Youth Centre, Malthouse Lane, Trinity Street and the Gillies.
  • Promotion of season tickets to Fareham town centre businesses and their employees.

Executive Member for Strategic Planning and Environment, Councillor Keith Evans said: “These parking proposals are an important part of an overall package of measures to support the town centre.

“Cheaper hourly rates at Malthouse Lane and Trinity Street car parks will benefit the independent shops at the west end of West Street.

“No car parks will have an increase in parking charges, and visitors will be able to park for as long as they wish, with the five hour limit being removed from all car parks. This will benefit the town centre as a whole.”

Fareham Borough Council has also agreed to suspend parking charges on Christmas Day and Easter Sunday so that people attending church services in the town centre on these days will not incur parking charges.

The proposals will come into place from April 1.

People are advised to put whichever bin is due on the usual day out for collection, by 6am on that day.

Funding boost for Hampshire roads

Hampshire County Council has welcomed the Government’s announcement that it is to receive more than £6m extra for maintaining and improving highways.

The funding will be made available over the next two financial years with £3.990m in 2013/14 and £2.126m in 2014/15.

Councillor Mel Kendal, Deputy Leader and Executive Member for Environment and Transport at Hampshire County Council, said: “Highways maintenance is one of our top priorities.

“Over three years ago, we made a commitment to invest in a multi-million pound long term strategy, with Operation Resilience, to refurbish our highway infrastructure with the focus being on improving the structural resilience of Hampshire’s roads and footways.

“This additional funding will enable us to extend the scope of work to include schemes we would not have had the money to do otherwise.”

The County Council will now begin to identify where this additional funding will be spent on Hampshire’s roads and footways over the next two years.

Council praised for cash-saving scheme

Fareham Borough Council has been commended in a government report that highlights ways for local authorities to save money.

The Department for Communities and Local Government’s document, entitled 50 ways to Save – Examples of Sensible Savings in Local Government, has praised Fareham for saving almost £500,000 by reducing staff absenteeism.

It said: “By developing in-house computer software that brought patterns of absence to managers’ attention, the council reduced average sickness rates from 10.6 days in 2003-04 to 7.2 days in 2010-11, saving “lost days” worth £446,000.”

Councillor Sean Woodward, leader of the council, said: “We’re proud of our record for always looking for the highest standards for the lowest possible cost.”

“We constantly look at ways of reducing costs including successfully sharing services with other councils.  We were also one of the first councils in the country to itemise and publish all of our spending over £500 on any item and I am delighted that Fareham’s innovation in sensibly saving money has been highlighted as an example for other councils to follow.”

A four-week consultation on planning policies for holiday home occupants in Warsash is to begin in a few weeks time.

Owners and people who rent chalets and mobile homes at Solent Breezes holiday park will be able to give their views on a draft document detailing enforcement of planning conditions by Fareham Borough Council.

Over a number of years occupants of the holiday homes have sought to gain all-year-round residence at the holiday park – despite an original planning policy that allowed occupancy for just 10 months per year.

The council opposed those seeking the 12-month occupancy, but a number of chalet owners have been given the right for all-year round residence following a High Court appeal.

However, executive members of the council agreed to consult residents on a proposed enforcement policy for 10-month occupancy.

Councillor Trevor Cartwright, who represents Warsash, said: “There has been so much inconsistency. The council’s lack of enforcement has resulted in where we are today.

“I want to know, are we going to be in this position in 10 years time because we’re not enforcing it? We need to make certain that we have a good planning policy and we enforce it.”

The council now plans to consult the holiday home users, as well as nearby residents in Chilling Lane and in Hook.

A pre-submission of the draft plan will be considered by the executive in April.

Whiteley bollard consultation extended

More than 2,000 people have responded to a consultation about the controversial electronic bollards in Whiteley – which has now been extended for another week.

Residents now have until February 17 to voice their opinion on whether the Yew Tree Drive gate should be accessed by the public in a six-month trial opening.

The route can only be accessed by buses and emergency service vehicles. Petitions for and against the route being permanently opened to the public have been made by residents both sides of the M27.

Hampshire County Council began the survey for residents and businesses in Whiteley, Burridge, Swanwick and Park Gate – which equates to more than 4,000 people – for their opinion on the possible trial lowering of the bollards.

Fareham and Hampshire Councillor Sean Woodward said: “It’s been pretty newsworthy lately. We’ve had more than 2,000 responses to date. So it’s actually a very good response to the survey already.

“We are really keen to let as many people as absolutely possible to have their say.”

If the survey shows residents and businesses are in favour of the trial going ahead from June to November there will need to be a planning application submitted by Hampshire County Council to Fareham Borough Council.

Advice on new disability benefits system at event in Fareham

Disabled and elderly will be given advice on changes to the new benefits system being introduced in April at an event in Fareham.

Fareham Area Disability Forum will advise anyone from the Western Wards and the rest of Fareham borough affected by disability on subjects such as debt, benefit changes, social care and jobs

Chairman Vince Barton, who lives in Locks Heath, said the event will aid people with various disabilities, including wheelchair users like himself, especially those concerned about the Government’s abolishment of disability living allowance (DLA).

From April 8, DLA will be replaced by Personal Independence Payment (PIP), which will be based on an assessment of individual need and their ability to carry out a range of key activities necessary to everyday life.

Mr Barton said: “There are lots of questions and lots of doubts about how this will be done. Those people whose reviews are coming up have seen it’s a new thing which will have teething problems in terms of the assessment criteria, what criteria the assessors are given and if they have got targets for saving money.

“The thing I’ve learned about disability is that no-one’s is quite the same as anyone else’s – there are always differences. So trying to put a system with some tick boxes to assess people is always going to be fraught with problems.

“It will make people worry. It will change the money that is available to people when every penny counts.

“So hopefully those people can get some advice from the event. It allows people to understand there are lots of sources of help for whatever your disabilities are.”

The advice day event on Monday February 25 will be at Ferneham Hall and opened by Gosport MP Caroline Dinenage.

Around 26 organisations will hold stalls with leaflets and advice, with members talking about hate crime, pensions, banking and a number of other topics.

It will run from 10am to 4pm.
